Cold start problems on 2.2 with k Jetronic

Hi, this problem has been driven me crazy for some time. The symptom is bad cold start! The cold start valve gets the signal of 9.5V (should that be 12V ?) at the right time, but the valve does not activate. If I apply 9 (or 12) V directly it works perfect. It seems like it cant get enough current (2 - 3 A).
I dont have a wiring diagram for that system, any idea where to get one? That means that I dont really know which items the circuit includes. My guess is: Cold start valve, thermo time switch, and maybe the startermotor. Any controll units?

The thermo time switch is responsible for working the cold start valve and is probably the cheapest part too, may need a clean with a wire brush. Evil or Very Mad

I changed the thermo time switch a few years ago, and besides that, it controls the timing very well, compared with the graph in my Haynes manual. The valve receives the signal, but not the power to operate. I agree that it was the most obvious, but I think it is ok.
Are there any control units included in the circuit?
