The pulley on the top of the engine is the Power Steering Pump.

Is the shaft bent, or the pulley?

The PS pumps on the 2.6's do wear out a bit faster than later models ...

The PCV system will dump a lot of oil in and around the inlet system too. Don't forget to clean that up as much as you can too!
Not sure where the actual valve is though - probably on the block.
