So I picked up a '93 80 tdi yesterday and drove it home no problems other than a fair size cloud of black smoke for the exhaust if you put your foot down hard, also seems a little under powered on the hills. My initial assuption is fuel pump/injectors? overfuelling?

If it's anything like the ones I've seen it will also have a blocked cat and the inlet will be heavily sooted up which wont help.

Check the underneath of the short pressure hose(its about 2 inches wide and 4 inches long) from the turbo to the inlet manifold and see if it is soft or even burst. Over many years use oil that lies in the bottom of the hose rots it and you lose turbo pressure but the engine management system will still give you the fuel it thinks you need. very cheap and easy to replace. I had it on my 80 Tdi which I bought from my brother in law at a good price, he had been told it needed a new fuel pump and I saw it on another 80 tdi a while later.

Disconnect the EGR (if ifitted), its the cheapest job to do and always helps on older motors like yours. A bottle of STP diesel injector goo and a good old Italian tune up will help, depending on how the previous owner used the loud pedal.

Other possibility is that it's not getting enough air - boost leaks, blocked intercooler, or turbo just not blowing enough air.

About a week or so ago I had a look for any loose/damaged hoses and found that the hose between the intercooler and the turbo want even attached so I remade that connection and thats cured the smoking and loss of power but I still have a whistle conning from the turbo so I suspect I've not quite made that connection fully, when I get the time I'll have another look.
